Kemi Badenoch claimed that as much as 10 per cent of civil servants had been so “very, very dangerous” that they need to be in jail, claiming they leaked official secrets and techniques, undermined their ministers and agitated towards them.

Talking at a fringe assembly on the Tory convention, the management contender and former enterprise secretary mentioned: “The trick to being a superb minister is to seek out the nice [civil servants] shortly, deliver them shut and attempt to get the dangerous ones out of your division as shortly as attainable.

“There’s about 5 to 10 per cent of them who’re very, very dangerous…must be in jail, leaking official secrets and techniques, undermining their ministers, agitating.

“I had a few of it in my division, often union-led, however most of them really wish to do a superb job. And the nice ones are very annoyed by the dangerous ones

“What occurs is ministers say: ‘What ought to I do?’ After which you’ve gotten the “Sure, Minister” state of affairs. So Humphrey says this, and most of the people go together with it.
